Best Way To Seal Exterior Holes From Bugs and Water

Questions:  What to use to seal exterior holes (e.g around sump discharge, around cables, vents, no longer used holes, etc). Pure silicone or expansion foam? OSB covered with vinyl.

In Summary:  Depending on the size of the hole I either use a 100% silicone (small holes) or Great Stuff (large holes)
